A 3 point perspective has the eye level looking down or up for the third point. it is like a snails view, or a birds eye view.
This view is great for impact - but is not commonly used. A snails view will show the lines converging to a point in the sky.

Stephen looks up - and the building looks smaller at the top
A 3 point perspective from a birds view has the lines converging under ground.
With the over use of drones today, there are many images like this!
when you stand on the ground an look at a high rise the lines are smaller at the top.
to draw a 3 point perspective use the lines from the plan and elevation to find the measurements
add the walls within the lines
add the other walls
then add the roof
